The Best Traders Incentive Mechanism is a simplified form of Authorized Economic Operator (AEO) which World Customs Organization is promoting. The GDCE planning to implement the AEO program in Cambodia in line with the GDCE Customs Reform and Modernization. The Best Traders can enjoy the benefits of faster and simplified clearance. This project is implemented by General Department of Customs and Excise of Cambodia. Overall, the project will have following economic benefits; Faster cargo clearance, and High compliance traders may allow the border agencies ease the control to such traders and put human resources to non-compliant traders.

Currently, the project has not been started yet. The project team has been working with Arise Plus project experts on planning for the development of licensed economic operators.
