Phnom Penh Logistics Complex Projects (P23-S1)

Phnom Penh is the potential location for development of logistics hub in Cambodia with key logistics functions include international airports, expressways, central railway stations, dry ports and major river ports.

The Phnom Penh Logistic Complex (PPLC) project is developed by Department of Logistics Cooperation under the General Department of Logistics with the technical assistance and pre-feasibility study from ADB’s Asia-Pacific Project Preparation Facility (AP3F) under public-private partnership mechanism (PPP), supported and coordinated by the Public-Private Partnership Unit (PPP Unit) of Ministry of Economy and Finance. The main idea is for the private sector to help build, finance, and operate the logistics complex on a 98-hectare area of land owned by RGC. The site for the development of PPLC proposed by ADB, is not feasible due to the complex land issues. The RGC decided to select YCH to conduct the full feasibility study and including the location.

The Framework Agreement for Phnom Penh Logistics Complex (PPLC) Project was signed between Cambodia’s MPWT and Singapore’s YCH Group on 4 March 2021 under the presidency of H.E. SUN CHANTHOL, Senior Minister, Minister of MPWT.

Currently, MPWT has arranged many meetings as follows:

  • First meeting was held in the morning of 11 June 2021 with YCH Group with the presence of Infrastructure Asia (IA) of Singapore and representatives of MEF. The main objectives of the meeting include: (1) preparation of the mechanisms of implementing the PPLC project; (2) identification of the potential location of PPLC and local capable partners to YCH Group, and (3) discussing the further steps.

  • Second meeting was held on 23 July 2021 with the following objectives: (1) YCH shall update the progress with IFC and its feasibility study; (2) identification of PPLC location, (3) Certainty of land location, (4) the partner companies which apply for implementation of PPLC, and (5) discussing the further steps.

YCH has chosen PricewaterhouseCoopers (PWC) from Singapore, which is the consultant company, and the Worldbridge Group Cambodia as a local partner company.

In spite of Covid-19 pandemic, there is no significant issue at all for conducting the feasibility study of PP-LC project, and it is expected to be completed as schedule as mentioned in the kick-off meeting held on November 29, 2021 chaired by H.E. CHHIENG Pich, Director General of GDL, and planned to complete the study by the second week of April 2022.
