សិក្ខាសាលា​នេះ​ត្រូវបាន​រៀបចំឡើង​ក្នុង​គោលបំណង​ដើម្បី​ចែករំលែក និង​ផ្សព្វផ្សាយ​អំពី​សមិទ្ធផល និង​លទ្ធផល​នានា នៃ​ការអនុវត្ត​គម្រោង​ធ្វើឱ្យ​ប្រសើរឡើង​នូវ​ប្រព័ន្ធ​ភស្តុភារ​កម្ម​កម្ពុជា​ជំហាន​ទី​២ តាមរយៈ​ការធ្វើ​បទបង្ហាញ​របស់​អ្នកជំនាញ​តាម​ក្រុម​ប្រតិបត្តិការងារ នៃ​គម្រោង​នីមួយ​ៗ ក្នុង​នោះ​រួមមាន​ចំនួន​៨៖

Wrap-up Workshop on Achievement of Project for Improving the Logistics System of Cambodia- Phase 2

On May 29, 2023, Ms. **Sorn Sopheavatey**, Deputy Director General of the General Department of Logistics, led the "Online Workshop on Transport and Logistics Data Management" with the online participation of representatives from the National Economic and Social Development Council (NESDC) and the Office of Transport and Traffic Policy and Planning (OTP) of the Kingdom of Thailand, the Transport Development and Strategy Institute (TDSI) and the Ministry of Industry and Trade (MOIT) of the Socialist Republic of Vietnam, Ministry of Public Works and Transport of Lao People’s Democratic Republic, and related departments of the General Department of Logistics, Ministry of Public Works and Transport of the Kingdom of Cambodia.

The workshop was organized with the technical assistance from the Project for Improving the Logistics System of Cambodia - Phase 2 (CLIP2) of the Japan International Cooperation Agency (JICA), with the aims to share experiences in transport and logistics data management and strengthen cooperation with related institutions in the region. Within this workshop, there are various presentations on key topics, including:

1). Presentation on Key Findings by JICA Expert.
2). Presentation on Transport and Logistics Data Management by the General Department of Logistics of the Ministry of Public Works and Transport, Cambodia.
3). Presentation on Thailand’s Logistics Data Management by Logistics Development Strategy Division of NESDC, Thailand.
4). Presentation on Transport and Logistics Data Management by Office of Transport and Traffic Policy and Planning (OTP), Thailand.
5). Presentation on Practical experiences of transport and logistics data collection, processing and reporting by Transport Development and Strategy Institute (TDSI), Vietnam.
6). Presentation on National Strategy on Freight Transport and Logistics Development in Lao PDR by the Ministry of Public Works and Transport, Lao PDR.
7)
Moreover, each institution also shared the challenges and solutions in transport and logistics data management. Lastly, all related institutions from the region including Vietnam, Lao PDR, Thailand and Cambodia will further promote cooperation in the logistics sector, through sharing of focal points in the field of transport and logistics data management.

កាលពី​ថ្ងៃទី​១៧ ខែឧសភា ឆ្នាំ​២០២៣ ​**លោកស្រី សន សុភាវត្តី** អគ្គ​នាយក​រង នៃ​អគ្គ​នាយកដ្ឋាន​ភ័ស្ដុភារកម្ម បាន​ដឹកនាំ​កិច្ចប្រជុំ​ក្រុមការងារ​សម្រាប់​វិស័យ​សេវាកម្ម​ភ័ស្តុភារ​កម្ម និង​ដឹកជញ្ជូន​លើក​ទី​៣៣ (33rd Logistics and Transport Service Sectoral Working Group Meeting (33rd LTSSWG)) នៅ​ថ្ងៃទី​១៦​-​១៧ ខែឧសភា ឆ្នាំ​២០២៣ តាមរយៈ​ប្រព័ន្ធ​វីដេអូ ដោយ​មាន​ការចូលរួម​ពី​ក្រុម​អ្នកជំនាញ​ភ័ស្ដុភារកម្ម និង​ដឹកជញ្ជូន របស់​បណ្តា​ប្រទេស​អាស៊ាន​ទាំងអស់ (​លើកលែងតែ ប្រទេស​វៀតណាម​)​, និង​លេខាធិការដ្ឋាន​អាស៊ាន​។ កិច្ចប្រជុំ 34th LTSSWG នេះ​បាន​រៀបចំឡើង​ដោយ​ប្រទេស​ឥណ្ឌូនេស៊ី ដែល​រៀបចំ​ប្រទាក់​គ្នា​នឹង​កិច្ចប្រជុំ ASEAN Coordinating Committee on Services (CCS) លើក​ទី ១០៤​។ កិច្ចប្រជុំ​ខាងលើ​នេះ​ត្រូវបាន​រៀបចំឡើង​ក្នុង​គោលបំណ​ង៖ ដើម្បី​ពិនិត្យមើល​វឌ្ឍនភាព​នៃ​ផែនការ​ការងារ LTSSWG WORK PLAN 2016-2025​, និង​រៀបចំ​ការងារ​ពាក់ព័ន្ធ ក្នុង​ការធ្វើ​បច្ចុប្បន្នភាព​នៃ​គេហទំព័រ​សេវា​ភ័ស្ដុ​ភារកម្ម​អាស៊ាន​។ នៅក្នុង​កិច្ចប្រជុំ​នេះ​ដែរ បាន​ប្រព្រឹត្តទៅ​តាម​របៀបវារៈសំខាន់​ៗ​ដូច​ខាងក្រោ​ម៖

33rd Logistics and Transport Service Sectoral Working Group Meeting

Hanoi, Vietnam: On May 15-17, 2023, the General Department of Logistics led by H.E. CHHIENG Pich, Director General, organized the Regional Workshop and Exchange Visit on “Development of Logistics Database System for Mekong Region - CLV countries” in Vietnam.
The General Department of Logistics organized the Regional Workshop and Exchange Visit on “Development of Logistics Database System for Mekong Region - CLV countries” under the Mekong-Korea Cooperation Fund (MKCF) for 3 days from the 15th till 17th of May 2023 in Hanoi, Vietnam. The workshop was attended by relevant officials from the Ministry of Public Works and Transport of Laos, and the Ministry of Transport of Vietnam, as well as officials from the General Department of Logistics and representatives from the Phnom Penh Autonomous Port and Sihanoukville Autonomous Port. The workshop and study visit aims to strengthen the capacity and share experiences and knowledge of related stakeholders in the development of logistics databases in CLV countries.
This workshop and study visit will focus on: (1) Presentation to share knowledge and experience of each country in the development of logistics database, (2) Study visit to Tan Cang - Hai Phong International Container Terminal (TC-HICT), Logistics Center in Hai Phong, and Vietnam Maritime University, and (3) discussions to further promote regional cooperation in the field of logistics with Vietnam.
Within workshop, H.E. CHHIENG Pich, Director General of Logistics express gratitude to all the representatives from the Ministry of Public Works and Transport of Lao PDR, and the Ministry of Transport of Vietnam for their participation in person, representatives from the Mekong Institute (MI), as well as project the team for organizing the workshop in Hanoi, Vietnam. He hopes that this workshop and study tour will continue to promote the exchange of experience and knowledge in Development of Logistics Database System, and also further cooperation in the logistics sector of Cambodia, Lao PDR and Vietnam.

Regional Workshop and Exchange Visit on Development of Logistics Database System for Mekong Region - CLV countries

Sihanouk Ville៖ 21-22 April 2023 General Department of Logistics led by Mrs. **SORN Sopheavatey** Deputy Director General, representative of H.E. **CHHIENG Pich** Director General of General Department of Logistics, organizes a Capacity Building Workshop on “Geodatabase for Logistics System in Cambodia: Knowledge Sharing and Site Visit” at New Beach Hotel, Sihanouk Ville, Sihanouk Province. 

This workshop is organized as an activity of Project under support from Mekong-Republic of Korea Cooperation Fund (MKCF). The workshop is attended by relevant officials from General Department, Department, Sihanouk Ville Autonomous Port, and Phnom Penh Autonomous Port of Ministry of Public Works and Transport. This workshop and study visit aim to (1) share knowledge of logistics sector gained from attending a capacity building workshop in the Republic of Korea and (2) to train on topic of compiling and utilizing geodata using Google Earth software.

Furthermore, in this workshop, Mrs. Sorn Sopheavatey share a report on Logistics Cost per GDP prepared by the World Bank. In addition, Mr. **TY Sakun** , representative of **H.E. Lou Kim Chhun**, Delegate of the Royal Government of Cambodia in Charge as Chairman & CEO of Sihanoukville Autonomous Port, Chairman & CEO, present about Current Status and Future Development Plan of Sihanoukville Autonomous Port and deep-sea port development project. With the development of deep-sea port phase 1 (2023-2026) with depth of 14.5 meters, 93% of container vessels in Asia can dock at Sihanoukville Autonomous Port.

The workshop also includ a visit to the Sihanoukville Autonomous Port, where participants will be able to see first-hand the operations in the port and the Sihanoukville Autonomous Port Special Economic Zone. At the end of the workshop, Mrs. **Sorn Sopheavatey** appreciate the participants for taking the time to attend this workshop, the speakers of the workshop who shared their knowledge to the workshop and especially **Mr. Ty Sakun** and Sihanoukville Autonomous Port team, who presented and facilitated the study visit in Sihanoukville Autonomous Port.

Capacity Building Workshop on “Geodatabase for Logistics System in Cambodia: Knowledge Sharing and Site Visit”

On Thursday, April 20, 2023, **H.E. CHHIENG Pich**, Director General of General Department of Logistics, led the management and related officials of the General Department of Logistics to participate in the “Transports and Logistics Forum 2023” organized by the European Chamber of Commerce in Cambodia (EuroCham Cambodia) under the attendance of **H.E. SUN Chanthol**, Senior Minister, Minister of Public Works and Transport at the Raffles Hotel Le Royal, Phnom Penh, Cambodia.

The Transport and Logistics Forum 2023 is organized by the European Chamber of Commerce in Cambodia (EuroCham Cambodia) with the aim of sharing up-to-date information on the development of transport and logistics infrastructure in Cambodia, as well as, discuss and exchange ideas with investors to understand the potential and opportunities of development, contributing to the national economy growth.

In his opening remarks, **H.E. Senior Minister** emphasized that the development of transport infrastructure remains the main strategy of the Royal Government of Cambodia in order to promote the national economy, while also in the process of finalizing the Comprehensive Intermodal Transport Master Plan 2022-2030 (CIT-MP). In addition, a number of important projects are being studied and implemented including; Phnom Penh-Bavet Expressway, Phnom Penh-Siem Reap Expressway, Phnom Penh-Poipet Expressway, Tonle Bassac Navigation and Logistics System, expansion of Sihanoukville Autonomous Port, as well as the logistics center in Sihanoukville and Phnom Penh.

អគ្គ​នាយកដ្ឋាន​ភ័ស្តុភារ​កម្ម បាន​រៀបចំ​សិក្ខាសាលា​បណ្តុះបណ្តាល​ស្តីពី Modernization of Logistics Data Collection and Management: Knowledge Sharing and Exchange Visit រយៈពេល ៥​ថ្ងៃ ក្រោម​គម្រោង Capacity building and institutional strengthening for Logistics Monitoring and Evaluation Database Development in Cambodia and CLV Countries ក្រោម​ក្របខណ្ឌ​មូលនិធិ​សហប្រតិបត្តិការ​មេគង្គ (MKCF)​។ សិក្ខាសាលា​នេះ​មាន​ការចូលរួម​ពី​មន្ត្រីរាជការ​ចំណុះ អគ្គ​នាយកដ្ឋាន​ភ័ស្តុភារ​កម្ម និង​មន្ត្រីរាជការ នៃ​ក្រសួង​សាធារណការ និង​ដឹកជញ្ជូន ប្រទេស​ឡាវ និង​ក្រសួង​ដឹកជញ្ជូន​នៃ​ប្រទេស​វៀតណាម​ផងដែរ​។ គោលបំណង​នៃ​សិក្ខាសាលា​បណ្តុះបណ្តាល និង​ចែករំលែក​ចំណេះដឹង រួមមាន​(​១)​ពង្រឹង​សមត្ថភាព និង​ចែករំលែក​បទពិសោធន៍ និង​ចំណេះដឹង​របស់​ភាគី​ពាក់ព័ន្ធ​ក្នុង​ការត្រួតពិនិត្យ និង​វាយតម្លៃ ប្រព័ន្ធ និង​ទិន្នន័យ​ភស្តុភារ​កម្ម ក្នុង​ប្រទេស​កម្ពុជា ប្រទេស​ឡាវ វៀតណាម និង​សាធារណរដ្ឋ​កូរ៉េ និង​ផ្លាស់ប្ដូបទពិសោធន៍​វិស័យ​ភស្តុភារ​កម្ម​ទំនើប​នៅ​សាធារណរដ្ឋ​កូរ៉េ តាមរយៈ​ទស្សនកិច្ច​សិក្សា​។

សិក្ខាសាលា និង​ទស្សនកិច្ច​សិក្សា​នេះ គឺ​មាន​បាន​ផ្តោត​សំខាន់​ទៅលើ​ប្រធានបទ​មួយ​ចំនួន​ដូចជា​ ៖ (​១​)​ការអភិវឌ្ឍ​ម​ជ្ឍ​មណ្ឌល​ភស្តុភារ​កម្ម (​២​)​ការគណនា​តម្លៃ​ភ​ស្តុភារកម្ម​ធៀប​នឹង​ផលិតផល​ក្នុង​ស្រុក​សរុប (៣​)​ច្បាប់​ភស្តុភារ​កម្ម និង​ប្រព័ន្ធ​ភស្តុភារ​កម្ម នៅ​សាធារដ្ឋ​កូរ៉េ (​៤​)​ពាណិជ្ជកម្ម​អេឡិចត្រូនិច និង​ការដឹកជញ្ជូន​ចុងក្រោយ និង​(​៥​)​ការប្រមូល និង​ប្រើប្រាស់​ទិន្នន័យ​ភូមិសាស្ត្រ​។

ក្នុង​សិក្ខាសាលា​នេះ សិក្ខាកាម​មាន​ឱកាស​ស្វែងយល់​បន្ថែម​អំពី​វិស័យ​ភ័ស្តុភារ​កម្ម នៅ​សាធារណរដ្ឋ​កូរ៉េ ដោយ​បាន​ចុះ​ទស្សនកិច្ច​សិក្សា​ផ្ទាល់​នូវ​ទីតាំង​ប្រតិបត្តិការ​វិស័យ​ភស្តុភារ​កម្ម​មួយ​ចំនួន​ដូច​ជា៖​(១)​ស្ថានីយ​អ្នកដំណើរ​អន្តរជាតិ​នៃ​កំពង់ផែ​អ៊ីន​ឆុន (Incheon International Ferry Terminal) (​២​)​កំពង់ផែ​ផ្នែក​ខាងក្នុង​នៃ​កំពង់ផែ​អ៊ីន​ឆុន (Incheon Inner Port) (​៣​)​មជ្ឈមណ្ឌល​ភស្តុភារ​កម្ម​ឆ្លាតវៃ​របស់​ក្រុមហ៊ុន SINL និង​ក្រុមហ៊ុន SNCT (Sun Kwang Container Terminal)​។

ចុងបញ្ចប់​នៃ​សិក្ខាសាលា​បណ្តុះបណ្តាល និង​ចែករំលែក​ចំណេះដឹង​នេះ ឯកឧត្តម​អគ្គ​នាយក ឈៀង ពេជ្រ បាន​ថ្លែងអំណរគុណ​ជូន​ដល់​ក្រុមការងារ​រៀបចំ​សិក្ខាសាលា​នេះ ដែល​បាន​រៀបចំ​សិក្ខាសាលា​បណ្តុះបណ្តាល និង​ចែករំលែក​ចំណេះដឹង និង​ជូន​ដល់​ការចូលរួម​ពី​មន្ត្រីរាជការ​ពី​ប្រទេស​ឡាវ និង​ប្រទេស​វៀតណាម ដែល​បាន​ចំណាយ​ពេលវេលា ចូលរួម​សិក្ខាសាលា​នេះ​។

ទីក្រុង​សូល សាធារណរដ្ឋ​កូ​រ៉េ៖ ថ្ងៃទី​២៦ ខែមីនា ឆ្នាំ​២០២៣ រហូតដល់​ថ្ងៃទី​១ ខែមេសា ឆ្នាំ​២០២៣ ឯកឧត្តម ឈៀង ពេជ្រ អគ្គ​នាយក នៃ​អគ្គ​នាយកដ្ឋាន​ភ័ស្តុភារ​កម្ម បាន​ដឹកនាំ​ថ្នាក់ដឹកនាំ និង​មន្ត្រី​បច្ចេកទេស​ចំណុះ​អគ្គ​នាយកដ្ឋាន​ភស្តុភារ​កម្ម ព្រម​ជាមួយ​ការចូលរួម​ពី​អាជ្ញាធរ​តំណាង​មកពី​ច្រក​ទ្វា​ព្រំដែន​អន្តរជាតិ​ត្រពាំង​ស្រែ ចូលរួម​សិក្ខាសាលា​កសាង​សមត្ថភាព​មន្រ្តី​រាជការ នៅ​សាធារណរដ្ឋ​កូរ៉េ​។

សិក្ខាសាលា​កសាង​សមត្ថភាព​រយៈពេល ៧​ថ្ងៃ​នេះ​រៀបចំឡើង​ដោយ​ក្រុមការងារ​របស់​ក្រុមហ៊ុន SAMOOCM ARCHITECTS & ENGINEERS ក្រោម​គម្រោង Establishment of a Comprehensive Plan for a Cross-Border Checkpoint Facility at Cambodia’s International Border Trapeang Srae ដែល​ជា​គម្រោង​ស្ថិត​ក្នុង​ក្របខណ្ឌ​ជំនួយ​អភិវឌ្ឍន៍​ផ្លូវការ តាមរយៈ​ក្រសួង​ដែនដី ហេដ្ឋារចនាសម្ព័ន្ធ និង​ដឹកជញ្ជូន នៃ​សាធារណរដ្ឋ​កូរ៉េ​។
ក្នុង​អំឡុង​ពេល​នៃ​សិក្ខាសាលា និង​ទស្សនកិច្ច​សិក្សា​នេះ គឺ​មាន​ការបណ្ដុះបណ្ដាល​ចែករំលែក​បទពិសោធន៍ និង​ចំណេះដឹង​លើ​ប្រធានបទ​ដូចជា (​១​)​ការព្យាករណ៍​តម្រូវ​ភ័ស្តុភារ​កម្ម​ (​២​)​ការរៀបចំ​ផែនការ​ក្នុង​ការរៀបចំ​អគារ​រដ្ឋបាល​នៅ​ច្រកទ្វារ​ព្រំដែន (​៣​)​ប្រព័ន្ធ​ច្បាប់​គោលនយោបាយ​គយ​របស់​សាធារណរដ្ឋ​កូរ៉េ (​៤​)​កិច្ចព្រមព្រៀង​ពាណិជ្ជកម្ម​សេរី រវាង​សាធារណរដ្ឋ​កូរ៉េ និង​កម្ពុជា​។

Capacity Building Workshop under Project "Establishment of a Comprehensive Plan for a Cross-Border Checkpoint Facility at Cambodia’s International Border Trapeang Srae" in Republic of Korea

Phnom Penh, 14th March 2023 **LCT Tong Phally**, undersecretary of state of Ministry of Public Works and Transport, presides over the opening ceremony of the consultation workshop on Final Draft of “Cambodia Logistic Information Modernization Master Plan” under the Official Development Assistance (ODA) of the Republic of Korea through the Ministry of Land, Infrastructure and Transport  of the Republic of Korea.
The final draft of the “Cambodia Logistic Information Modernization Master Plan” is developed with cooperation by Korea Research Institute for Human Settlements (KRIHS), Neighbor System, Incheon National University and SAMOOCM. Through surveying, discussion, research, and pilot testing these past years, Korean expert team prepares the Final Draft of “Cambodia Logistic Information Modernization Master Plan” for review and comment in this consultation workshop, for the master plan to be comprehensive and in-depth. The consultative workshop is an opportunity for stakeholders in both the public and private sectors to jointly discuss and comment on the final draft of the master plan.
